BOQ PDF to Excel converter
Convert a BOQ PDF to Excel, with every subtotal checked
Item numbers stay as printed, wrapped descriptions become one cell and section headings travel with their items. The 'Carried to Collection' rows are not treated as work: each one is compared with the items above it, and the difference is shown.
Free 1 file per day, up to 10 pages, no account. Pro takes files up to 150 pages. Plans and limits
A markdown table, or cells copied from Excel. The first row needs column titles such as Item, Description, Unit, Qty, Rate, Amount. Pasted rows are read in your browser: nothing is uploaded and none of the free allowance is used.

In plain terms
What a BOQ to Excel converter does
- BOQ to Excel converter
- A tool that reads the item lines of a Bill of Quantities PDF into spreadsheet columns (item number, description, unit, quantity, rate, amount) and keeps the structure the bill depends on: sections, wrapped descriptions and subtotals.
The difference from a general PDF-to-Excel tool is what happens after the cells are read. A bill is not just a table: items belong to sections, a description can run over several rows, and the printed subtotals are the document's own proof of completeness. Here, those subtotals are used to check the extraction.
The output is the thing an estimator needs before pricing: one row per item in document order, a count per section, and a list of the places where the sheet and the document disagree.
Step by step
How to convert a BOQ PDF to Excel
-
Open the BOQ PDF that came with the tender
Use the bill itself, not the whole tender pack. Files up to 35 MB upload; the free allowance covers 1 file a day of up to 10 pages, and Pro takes 150. For a longer bill, split it first at a section boundary.
-
Drop it on the converter
A short file comes back in seconds. A long tender can take a minute or more, so keep the tab open. The status line under the card shows the elapsed time, and any error from the server is shown there in plain words.
-
Read the four figures above the results
Items extracted, amounts that add up, subtotals checked and flags raised. If the item count is not the number you expect from the bill, stop here and look at the flags before anything else.
-
Walk the sections with the navigator
Each bill part has a chip: ties, variance or unchecked. Open the ones in red. The page number on a flagged line, when the converted text carries one, tells you where to look in the PDF.
-
Download the Excel workbook
Items and Sections sheets, with blank amounts as Quantity x Rate formulas. Prefer plain files? The two CSV downloads need no library and open directly in Excel.
-
Price in the sheet, then return the issued document
Build and enter your rates here. If the tender requires prices on the BOQ as issued, copy the rates across keeping the original item order and numbers. See how to price a BOQ.
Scope
What it reads, and what it will not guess
Subtotal rows it recognises
- Carried to Collection, To Collection, Collection
- Carried forward and Brought forward (the brought-forward figure is checked against the last carried-forward)
- Page total, and summary pages that list each section's total
- Grand total or Total tender sum rows at the end of a summary
Lines it tags
- Provisional sum, prime cost, rate only, included and extra over
Flags it raises, without changing your numbers
- A subtotal that does not equal the items above it
- The same item number used twice in a section
- A quantity with no unit
- An amount that is not quantity times rate to within 0.5%
- A numbered line with no quantity, or a line with a quantity and no item number
- A table whose columns had to be inferred, or one that could not be read
What it will not do
- Measure quantities, or check the measurement. It checks that the sheet matches the document.
- Say which side is wrong when the tender's own addition does not agree with its items.
- Guarantee text recognition on poor scans. Open the page behind any red row.
- Convert a file over the page cap in one go. 150 pages is the limit on Pro; split longer bills at a section boundary.

Re-typing, generic OCR or a bill-aware converter
| What you need | Re-typing by hand | Generic PDF-to-Excel | BOQ Estimator |
|---|---|---|---|
| Wrapped item descriptions | Retyped as one cell, or accidentally as two items. | Split into several rows; each looks like an item. | Rows with no item number and no quantity are joined to the item above, across page breaks. |
| Repeated headers on each page | Skipped by eye. | Appear as data rows in the output. | Recognised and skipped; columns are re-mapped if the layout changes. |
| Section and bill headings | Typed in, or dropped. | Usually lost between tables. | Carried onto every item below them as the Section column. |
| Subtotal rows | Re-added on a calculator. | Mixed in with items, or missing. | Checked against the items above them: stated, computed and the difference. |
| Scanned pages | Typed from the image. | Recognised with no check on the digits. | Recognised on the server; a misread digit tends to show up as a variance. |
| What the Excel file is ready for | Whatever you build. | Cleaning. | Pricing: amount formulas, a Sections sheet that recalculates, filterable tags. |
FAQ
Questions estimators ask
How do I convert a BOQ PDF to Excel?
Drop the PDF on the converter at the top of this page, wait for the result, read the tiles above the section navigator, open any red row, then download the Excel file. A short file converts in seconds; a long tender can take a minute or more, so keep the tab open. If you only want to try it, run one of the two samples first, which needs no file.
Why do generic PDF-to-Excel converters struggle with a BOQ?
They are built for tables, not bills. A BOQ has descriptions that wrap over several rows, headers that repeat on every page, section headings sitting between tables and subtotal rows such as "Carried to Collection" that are not items. A generic tool usually hands back one table per page and leaves you to repair those things, and nothing in its output tells you whether the item count or the totals are right.
Will the item numbers in the sheet match the PDF?
Yes. Item numbers are kept as printed (A, B, 1.1, 2.3.4, A1) and are never renumbered. If the same number appears twice in the document, both rows are kept in document order and both are flagged, so you can see whether the tender has a typo or the converter has misread a digit.
What are the "carried to collection" rows used for?
They are checkpoints, not items, so they are not counted in the item total. For each one the converter compares the stated figure with the sum of the amounts since the previous checkpoint. The result appears between the items on the board and again in the Sections sheet as the stated collection total with its variance.
A subtotal does not tie. What should I do?
Open the page named in the flag and compare the printed amounts with the sheet. The usual causes are a digit misread from a scan, a row the table reader merged with its neighbour, or a page missing from the file. Sometimes the tender's own addition is wrong. The converter reports the difference but cannot say which side is at fault, so check against the page before you price.
How are quantities such as "125 m²" or "1.250,50" read?
A unit written inside the quantity cell is split off into the Unit column. Thousands separators are removed, and a comma used as the decimal mark is detected from the whole document rather than guessed row by row. Units are exported in plain text (m2, m3, nr, lm) so they behave in filters and lookups, and shown as m² and m³ on screen.
Can I convert a BOQ that is already in Excel or Word?
The upload takes PDF files. If you already have the cells in a spreadsheet, copy them into the "Paste rows" tab and the same checks run in your browser. That path uploads nothing and uses none of the free allowance.
What is inside the Excel file?
Two sheets. Items has one row per item with nine columns: section, item_no, description, unit, quantity, rate, amount, tags and page. Where the tender left the amount blank, the cell is a formula (Quantity x Rate), so it fills in as you enter rates. Sections has one row per section with the item count, quantity per unit, amount total, stated collection total and variance, built from formulas over the Items sheet so it recalculates as you price.
Is the Excel file built on your server?
No. Your browser builds it from the result. The spreadsheet library (SheetJS, a pinned version) is fetched from cdnjs only when you click the Excel button. The CSV downloads use no library at all. If the library cannot be loaded, the page says so and the CSV files still work.
What are the file limits?
Uploads can be up to 35 MB. The free allowance is 1 file per day, up to 10 pages, no account. Pro takes files up to 150 pages. A 300-page tender is over the 150-page cap, so convert it in parts split at a bill or section boundary.
